Commissioner of the State Department of Mental Health and Substance Abuse Services Terri White has had to eliminate $7.5 million from her budget, which has caused furloughs, layoffs, and the reduction in capacity of about 100 patients. Executive Director of the Office of Juvenile Affairs Gene Christian has also cut $7 million from his budget.
