Board Moves to Improve Juvenile Lockup Security (Oct 07, 2011)

TECUMSEH, Okla. (AP) - The board that oversees the Oklahoma Office of Juvenile Affairs has approved measures intended to improve security at juvenile correctional centers - but decided not to ask for armed guards.

The board voted Thursday to ask the Legislature for authority to hire certified law officers and to develop a plan for when - and by whom - stun guns and pepper spray could be used.

The moves come following two fights that involved numerous juvenile offenders, an attack on a juvenile in his bed and the escape of three juveniles - each at the Central Oklahoma Juvenile Center in Tecumseh.

The board decided not to ask for legislative approval for armed guards after Oklahoma Public Employees Association spokeswoman Trish Frazier said staff members at the center were against it.
