OKLAHOMA CITY (AP) - Years after the Oklahoma City bombing more than $12 million in donated funds remains and survivors say the foundation in charge of most of it has denied requests to pay for surgery and other needs.

Deloris Watson says her grandson - P.J. Allen - was denied travel and medical expenses since his lungs were nearly destroyed in the 1995 blast.

The foundation that provides oversight of the funds is the Oklahoma City Community Foundation. Foundation President Nancy Anthony told the Tulsa World that the foundation has stretched donations for years because of sound investments and that survivors who feel they were wrongly denied payment can appeal to its board of trustees.

Former Gov. Frank Keating said he believes the focus should be on helping people rather than preserving the fund principal.
