Ground is Officially Broken on the I-40 Crosstown Expressway Construction on the I-40 Crosstown Expressway officially began on Monday, after nearly a decade of planning. The new, 4-mile, 10-lane highway is expected to be complete by 2008, providing what advocates say is a much-needed replacement for a roadway that's unsafe and routinely over-capacity. But some critics have opposed the planned destruction of a three-mile stretch of train line to make way for the new expressway, as well as the demolition of 53 houses in low income neighborhoods to provide a right-of-way. And even some supporters are a bit concerned about the project's hefty 360 million dollar price tag.
