Federal Suit Against Rwandan President Dismissed (Nov 01, 2011)

OKLAHOMA CITY (AP) - A federal lawsuit filed in Oklahoma against Rwandan President Paul Kagame has been dismissed.

U.S. District Judge Lee R. West ruled that Kagame is immune to the suit filed last year in Oklahoma City because he is a foreign head of state.

The suit accuses Kagame of ordering a plane that was carrying the presidents of two African nations to be shot down in 1994.

Their widows filed the suit in Oklahoma because Kagame is affiliated with a college there that runs a scholarship program for Rwandan students.

Kagame has denied any involvement in the 1994 Rwanda crash. One of his attorneys, Pierre-Richard Prosper, says he's pleased with the judge's decision.

John Zelbst represents the widows who filed the suit. He says he plans to appeal.
