TULSA, Okla. (AP) - Oklahoma Gov. Mary Fallin says she is waiting until the November elections - and hoping for a change in the White House and Congress - before deciding how her state will budget for President Barack Obama's historic health care overhaul.

She said Tuesday there are about 35 states that have not implemented the "full force" of the federal health care law, which was upheld last month by the U.S. Supreme Court with a 5-4 decision.

Fallin spoke briefly to reporters after delivering her State of the State address at a luncheon sponsored by the Tulsa Metro Chamber.

Fallin has said she is working with her legal team and state agencies to determine what the implications of the health care bill are for Oklahoma.
