OKLAHOMA CITY (AP) - Legislative leaders sparred Wednesday over whether Oklahoma should borrow money to repair its crumbling Capitol while attempting to cut taxes.

At a forum hosted by The Associated Press, House Speaker T.W. Shannon of Lawton said a ``thoughtful'' tax cut could boost economic development, along with lower workers compensation costs.

House Minority Leader Scott Inman of Del City said lowering taxes would be irresponsible as Oklahoma weighs whether it should borrow money for much-needed repairs to its Capitol.

Senate Minority Leader Sean Burrage of Claremore said Oklahoma should trim revenue while also trying to find additional money for schools and state workers. Senate President Pro Tem Brian Bingman of Sapulpa underscored the need to cut workers compensation costs.
